Fred Jüssi, an Estonian environmentalist, once said: ‘People are the servants of nature. They must be wise servants, so as to understand what their master demands of them, and to carry out orders before their master issues them.’

An environmental impact assessment often seems like little more than a nuisance that hinders development activities. But to ensure balanced and sustainable development, different impacts must be assessed before starting work.

Environmental impact is assessed when applying for an activity licence or making amendments to one, when planned activities involve significant environmental impact and when activities are planned which on their own or together could significantly affect the territory of the Natura 2000 Network.

The objectives of strategic environmental impact assessment are to take environmental concerns into account when drafting and enforcing strategic planning documents and to ensure a high level of environmental protection.

Impact assessment goes hand-in-hand with spatial planning, which is the planning of spatial development. Spatial planning coordinates and integrates development schemes in different fields of activity and is democratic, functional and long-term, taking into account the future developments and needs of the economic, social, cultural and natural environment in a balanced manner.
